Druลกtvo Asociacija in DobraVaga ponovno zdruลพujeta moฤi in vas vabita na izobraลพevanje in pogovor o izvajanju Uredbe o minimalnem plaฤilu za samozaposlene v kulturi. Na podlagi Zakona o dopolnitvi Zakona o uresniฤevanju javnega interesa za kulturo (ZUJIK-H) je bila 17. junija letos sprejeta ๐๐ซ๐๐๐๐ ๐จ ๐ฆ๐ข๐ง๐ข๐ฆ๐๐ฅ๐ง๐๐ฆ ๐ฉ๐ฅ๐ฤ๐ข๐ฅ๐ฎ ๐ณ๐ ๐ฌ๐๐ฆ๐จ๐ณ๐๐ฉ๐จ๐ฌ๐ฅ๐๐ง๐ ๐ฏ ๐ค๐ฎ๐ฅ๐ญ๐ฎ๐ซ๐ข. Ta je doloฤila viลกino urnih postavk ter primerljivost poklicev danes samostojnih delavcev ter drugih prekarnih delavcev v kulturi pri delu za javne zavode na podroฤju kulture. Uredba v danaลกnji celoti velja od 26. avgusta 2025 do 31. decembra 2025, ko naj bi Ministrstvo za kulturo izdalo novo, posodobljeno odredbo.

V prvem delu sreฤanja, ki ga bo moderiral ๐๐๐ง๐ฃ๐๐ฆ๐ข๐ง ๐๐๐ซ๐๐ฆ, vam bomo s predstavniki sindikata ZASUK in odloฤevalci pojasnili, kaj je namen uredbe, kaj ureja ter kako se jo ustrezno interpretira in uporablja, v drugem pa skozi pogovor preiskali, kje in zakaj nastajajo najveฤje teลพave, kako se zakonske spremembe odraลพajo v vsakdanjem delu kulturnih delavk in delavcev vseh nivojev in stebrov, ter kakลกno podporo in usmeritve potrebujejo tako samozaposleni kot javni zavodi, da bi se zakonske spremembe uspeลกno uveljavile.
Pri tem bomo izhajali tudi iz ankete, ki jo izvajamo med delavci v kulturi in vodstvom javnih zavodov, ki kaลพe na izjemno raznorodno sliko โ od stanja brez veฤjih teลพav z implementacijo do popolnega neupoลกtevanja uredbe, nepoznavanja njenih doloฤb, reorganizacije dela in obฤutkov, da uredba zmanjลกuje moลพnosti sodelovanja, poveฤuje negotovost ali predstavlja dodatno breme.
Dogodek je namenjen vsem delavkam in delavcem v kulturi, ki ลพe sodelujejo ali bi ลพeleli sodelovati z javnimi zavodi, ter predstavnikom vodstev javnih zavodov, ki jih vkljuฤujejo v delovne procese v kulturi. Predvideno trajanje izobraลพevanja in pogovora je dve uri.

The Asociacija Association and DobraVaga are joining forces once again to invite you to a training session and discussion on the implementation of the ๐๐๐ ๐ฎ๐ฅ๐๐ญ๐ข๐จ๐ง ๐จ๐ง ๐๐ข๐ง๐ข๐ฆ๐ฎ๐ฆ ๐๐๐ฒ๐ฆ๐๐ง๐ญ ๐๐จ๐ซ ๐๐๐ฅ๐-๐๐ฆ๐ฉ๐ฅ๐จ๐ฒ๐๐ ๐๐จ๐ซ๐ค๐๐ซ๐ฌ ๐ข๐ง ๐๐ฎ๐ฅ๐ญ๐ฎ๐ซ๐. Based on the Act Amending the Act on the Realisation of the Public Interest in Culture (ZUJIK-H), the Regulation on Minimum Payment for Self-Employed Workers in Culture was adopted on 17 June this year. It sets hourly rates and establishes comparability between the professions of todayโs self-employed and other precarious cultural workers when working for public cultural institutions. The Regulation in its current form is in force from 26 August 2025 until 31 December 2025, when the Ministry of Culture is expected to issue a new, updated decree.

The first part of the meeting, moderated by ๐๐๐ง๐ฃ๐๐ฆ๐ข๐ง ๐๐๐ซ๐๐ฆ, will feature representatives of the ZASUK union and decision-makers who will explain the purpose of the regulation, what it governs, and how it should be properly interpreted and applied. In the second part, we will explore through discussion where and why the greatest challenges are emerging, how the legal changes are reflected in the everyday work of cultural workers across all levels and sectors, and what kinds of support and guidance both self-employed workers and public institutions need in order for the legal changes to be successfully implemented.
We will also draw on a survey conducted among cultural workers and the management of public institutions, which reveals an extremely varied picture โ ranging from smooth implementation with no major issues to complete disregard of the regulation, lack of awareness of its provisions, work reorganisations, and concerns that the regulation reduces opportunities for collaboration, increases uncertainty, or creates additional administrative burdens.
The event is intended for all cultural workers who already collaborate or wish to collaborate with public institutions, as well as for representatives of public-institution management teams who involve cultural workers in their processes. The training session and discussion are expected to last two hours.
